  • Caring Program for Children is a specially designed health and dental benefit program that provides health and dental coverage to low-income children from birth to age 19 from working families who cannot afford health insurance. The child cannot be eligible for Medicaid or other health insurance and all eligible children in the family must apply. A child whose family has a household income between 140% - 200% of the federal poverty level is eligible for Caring Program for Children.

The North Dakota Caring Foundation, established in 1989 by Blue Cross Blue Shield, supports the Caring Program for Children through funding from businesses, community, church groups, and individuals.

Potential enrollees are encouraged to apply first to the state funded Healthy Steps program because the health care benefits are more extensive than those offered by the Caring Program for Children.
