The Delaware Healthy Children Program (Healthy Children) is a Medicaid expansion program that provides health coverage to low-income children under the age of 19 who are not eligible for Medicaid and who have no health insurance and pregnant women ineligible for Medicaid.

  • A child whose family has a household income above 150% and at or below 200% of the federal poverty level (FPL) is eligible for the Delaware Healthy Children Program.
  • The Delaware Healthy Children Program provides comprehensive coverage to enrollees. Comprehensive coverage includes doctor visits, hospital care, prescriptions, mental health services, preventive well-child exams, immunizations, and vision services.
  • There is a low monthly premium rate but no co-payments. The Delaware Healthy Children Program is different from the Medicaid program. If your child is enrolled in Medicaid, there is no monthly premium.
  • To be eligible for the Delaware Healthy Children Program, your child must be a US citizen (or qualified non-citizen) and a Delaware resident and be uninsured.
  • For more information, please contact the Delaware Healthy Children Program at (800) 464-4357 in-state or (800) 273-9500 out-of-state or http://www.state.de.us/dhss/dss/dhcp.html.
